Who we are
Arch Beach United is a resident-led coalition protecting the peace, beauty, and wildlife of Arch Beach Heights, Moulton Meadows and the Laguna Greenbelt. Together, we advocate for transparency, environmental stewardship, and responsible decision-making that honors our community and open space. We are committed to ensuring that projects like the proposed pump track at Moulton Meadows are subject to proper notice, environmental review, and public input.
The Pump Track Mess
In summer 2025, the Laguna Beach City Council advanced a proposal to install a large pump track in Moulton Meadows Park — without notifying most residents in the area, especially those that will be most affected.
OCMTBA (Orange County Mountain Bike Association) later boasted that “60% of immediate neighbors said yes” and that their group’s public comments “sealed the deal.” These statements are false and misleading.
Arch Beach United has documented more than 100 directly adjacent neighbors opposed to the project, many of whom never received any notice that a final vote was taking place.

Our Position
Arch Beach United calls for:
1.) Immediate suspension or rescission of any pump track approval.
2.) Public release of all related records and communications.
3.) Properly noticed public hearings for all residents.
4.) Full environmental impact assessment prior to any further discussion or vote.

Why Moulton Meadows Matters
Moulton Meadows is a sanctuary - not an amusement park
Moulton Meadows is more than a park — it’s a wildlife refuge, open-space corridor, and community sanctuary. Its peaceful trails and native habitats support deer, coyote, birds of prey, songbirds, pollinators, and small mammals. A pump track would irreversibly damage this delicate balance.
Wildlife Habitat: Increased noise, activity, and asphalt surfaces drive out native species and fragment migration routes.
Loss of Open-Space Character: Hardscape and regional use destroy the natural tranquility of the park.
Noise & Traffic: Draws non-local visitors, creating congestion, major parking issues and noise pollution.
Precedent for Encroachment: Opens the door for future recreational commercialization of protected green space.

City's Notice Letter
What it Said vs. What it Really Means & All the Red Flags
The City’s posted letter at Moulton Meadows was written to sound neutral and harmless — calling the pump track “a concept” in “early feasibility stages.” In reality, it downplays the scope, omits impacts, and implies community input will be fairly considered when most residents were never even notified.
The letter frames the project as an “exploration,” yet within weeks, the City fast-tracked it toward approval without transparent outreach. This document has become a symbol of the misleading communication that fueled our outrage as a community.
1. “Proposed for Consideration” - but not disclosed to most residents: The City claims this was merely a “proposal under consideration,” yet the process moved forward without notifying the broader Arch Beach Heights neighborhood - only a small group received this notice, creating a false appearance of fairness.
